NEMARU PORT

         

「開かれた輪っか」がつなぐ空間・活動・地域

人口減少や産業転換、環境課題に直面する釜石市において、「次の復興」を見据え、地域内外の人々を受け入れながら、釜石ならではの学びと多様な働き方を実装・実験する「釜石オープン・フィールド・ラボ」を推進するためのハブ施設である。ここでは、複数の団体が同時に研修プログラムを展開し、異なる活動や主体が偶然に出会い、その足跡がアーカイブとして蓄積されることで、新たな化学反応が生まれることが期待されていた。
そこで私たちが建物の骨格として提案したのが、立体的な環状構成としての「輪っか」である。要求諸室の関係性と敷地条件を丁寧に読み解き、それぞれの活動をひも状につなぐことで、回遊性をもつ環状の空間を形成した。さらに南側のボリュームを浮かせ、風景・光・風・植生といった外部環境を大らかに取り込み、釜石の風土を受け入れる構えとした。建物が外部を拒むのではなく、むしろ積極的に受け入れ、内と外が重なり合うあり方を目指したのである。内部は約70cmの段差で分節された五つのレベルからなる。これらをスロープやベンチにもなる大階段が緩やかにつなぎ、場面が切り替わりながらも一体感のある空間をつくった。活動をひも状に連ねることで、ワンルームのように一体化するのでも、完全に個室化するのでもなく、研修参加者の交流と集中を両立させる距離感を作りたいと考えた。
また、内外装には県産木材や地元石材、貝殻を混ぜた仕上げ、地元企業と協働した家具や薪ストーブを用い、「釜石のストーリー」を空間に織り込んだ。同時に、小窓の開閉や自然通風、日射調整、排熱利用など、利用者自らが快適さを調整する仕組みも組み込んだ。
それらの設えによって、NEMARU PORTが完成によって閉じてしまう建築ではなく、地域と外部、環境と行為のあいだに関係を生み続ける「開かれた輪っか」として構想した。

An “Open Loop” Connecting Space, Activity, and Community

NEMARU PORT is a hub facility established to promote the Kamaishi Open Field Lab: an initiative in Kamaishi City that looks toward the next phase of recovery while addressing population decline, industrial transition, and environmental challenges. By welcoming people from both within and beyond the region, the facility serves as a place for implementing and testing forms of learning and diverse ways of working that are unique to Kamaishi. It was envisioned as a setting where multiple organizations could carry out training programs simultaneously, where different activities and actors might encounter one another by chance, and where the traces of these encounters would be accumulated as an archive, giving rise to new forms of synergy.

In response, we proposed a “loop” as the architectural framework of the building: a three-dimensional circular composition. By carefully interpreting the relationships among the required rooms and the conditions of the site, we connected the various activities in a strand-like sequence, forming a continuous loop with a sense of circulation. The southern volume was then lifted to generously draw in the surrounding environment—landscape, light, wind, and vegetation—and to create an architecture that embraces the climate and character of Kamaishi. Rather than shutting itself off from the outside, the building actively receives it, allowing interior and exterior to overlap.

The interior consists of five levels, each separated by approximately 70 centimeters. These levels are gently connected by ramps and a large staircase that also functions as seating, creating an integrated spatial experience while allowing scenes and activities to shift from one level to the next. By arranging activities as a continuous strand, we sought to create a sense of distance that is neither a single, undifferentiated open room nor a set of completely enclosed private rooms, enabling both interaction and concentration among training participants.

Local stories are also woven into the space through the use of materials and elements such as timber from Iwate Prefecture, local stone, finishes incorporating seashells, furniture made in collaboration with local companies, and a wood-burning stove. At the same time, the building incorporates mechanisms that allow users themselves to adjust their comfort, including operable small windows, natural ventilation, solar control, and the reuse of exhaust heat.

Through these architectural devices, NEMARU PORT was conceived not as a building that becomes complete and closed upon completion, but as an “open loop” that continues to generate relationships between the region and the outside, and between the environment and human activity.
